Total Income = Basic Pay + DA + HRA + TA
The total monthly salary of an IAS officer in India is the sum of his Basic pay, Dearness Allowance (DA), House Rent Allowance (HRA) and Travel Allowance (TA).
According to the 7th Central Pay Commission, the Basic Pay of an entry-level IAS officer is 56100 Indian Rupees per month.
If the officer is not staying on the Government provided house, he can claim the House Rent Allowance (HRA).
However, most of the junior IAS officers will not receive HRA because of the Government provided stay.
Dearness Allowance (DA) of an IAS officer depends on the market inflation. So it is not a fixed amount.
Since the Dearness Allowance (DA) is variable, it changes two times a year.
The government of India changes the DA according to the inflation and the Pay Commission recommendation.

In most cases, a junior-level IAS officer cannot claim Travel Allowance (TA) because of the Government provided vehicle.
If an IAS officer wants to use the Government vehicle for his private use, he must pay an amount to Government. The government fixes that amount.
So the effective monthly earnings of a Juinor Level IAS officer is the sum of his Basic Pay and DA only.
